GCC Executive meeting notes May 2008

2. Minutes of April Meeting – Accepted. Action - to be completed and posted on website by Secretary.
3. Matters Arising – pest controller – done; contract hall – done; keys – done; equipment (laptop and projector)– done; bills - done.
4. President’s report –
The President reported on his activities during the past month:
- On 4 April, attended Town Centre Master Plan Review Meeting on Transport Study. Concern about consultants as they are overly focused on car transport and not enough on public transport.
- Various discussions with new members.
- Discussions about GCCs role in Nicholls House: Confirmed with Gungahlin Regional Community Service that GCC was only involved with initial grant gaining and has no ongoing role beyond that.
- Insurance for users of Palmerston Community Centre: Users must show their own covers are current. Got quote via AON for Gungahlin Community Centre volunteer cover (via Volunteering Australia, AON is a broker).
GCC has been invited to attend a meeting on 2nd July with ACT Planning and Land Authority (ACTPLA) and Disability Housing and Community Services. Since Rebecca left there have not been any meetings between the Community Councils. There used to be regular Planning and Development meetings. Action - Jonathon to attend.
Solar Energy Association, ANU about the Bega Solar Farm. There was general discussion on idea of raising some seed funding for solar panels for Palmerston Community Centre. The question of ownership of the building was raised, and whether permission would be required first. It was agreed that the President would explore the options and possible opportunities for solar thermal options and gas backup.

5. The Treasurer's report.
The Treasurer’s report was tabled and noted.

6. Vice President's report
Gungahlin College Master Plan
Jonathon attended a Gungahlin College Meeting on 30 April. The plans have not yet been publicly released. The plan is based on a CDIO planning concept. CDIO stands for: Conceiving – Designing – Implementing – Operating systems and products. In addition to learning outcomes for technical disciplinary knowledge, the CDIO Syllabus specifies learning outcomes as personal, interpersonal, and product and system building. Personal learning outcomes focus on individual students' cognitive and affective development, for example, engineering reasoning and problem solving, experimentation and knowledge discovery, system thinking, creative thinking, critical thinking, and professional ethics. Interpersonal learning outcomes focus on individual and group interactions, such as, teamwork, leadership, and communication. Product and system building skills focus on conceiving, designing, implementing, and operating systems in enterprise, business, and societal contexts.
Facilities will include a town square, a grassed area, outdoor stage in a 5 star green rating building.
Action – Secretary to draft letter to Richard, reinforcing that the theatre needs to be designed so it can also be used by non-school users and outside of school hours, ie external access.
7. Other Events and Consultations
Reported on include the ACT Budget, and the Flemington Road Concept Plan.
In the ACT Budget, announced on: 7 May 2008 Gungahlin got:
• $100,000 towards the Gungahlin Swimming Pool
• $18 million over 3 years to 2010-11 for a new Community Health Centre
• $20 million for the duplication of Flemington Road
• $5 million for Burgmann Anglican School access road
• $600,000 for the design of the Throsby District Playing Fields and Netball Centre
• $400,000 for the design of the enclosed oval within Crinigan Circle.
• Additional tree plantings and road lighting, and funding for the Forde Community Centre fit-out.
Other Action Arising:
Public Officer to
• arrange for completion of the Annual Return and locate Audited Financial Statements for lodgement, and
• investigate stamp duty exemptions as the GCC may be eligible on the basis of being a not for profit organisation.
8. Guest speakers
ACTLA delegates to report on the progress of the Gungahlin Town Centre Planning Study and release of the Planning Minister's Issues Paper.
Comunity Housing Canberra to present on affordable housing in Gungahlin for rent and sale, under the ACT Government's recently announced Affordable Housing Action Plan for the next decade.
