General Business:

-          Outline of issues and stories in upcoming Gunsmoke Smokesignals, Issue 118, to be distributed mid-June.

 

 

  1. Guest Speaker

-          Edwina Robinson, Urban Waterways Coordinator, Gungahlin Wetlands Park

-       Section 19, Block 2, Gungahlin – near The Valley Avenue, Gungahlin.

-       Valley Ponds – working with engineers , re: road works, wetlands and Gungahlin College oval.

-       Wetlands  - storm water harvesting opportunities, improvements in downstream water quality, trapping nutrients, provide opportunities for natural recreation experience.

-       Wetlands built in David Street, O’Connor in 2001 – exhibits diverse vegetation and aquatic habitat.

-       Educational opportunities through programs like Water watch & Frog watch.

-       Volunteering opportunities – planting.

-       Water harvesting opportunities.

-       There have been visits by registered Aboriginal groups.

-       Underground water studies have been conducted.

-       Ecologists have looked at vegetation onsite.

-       Plans include implementing drainage and diverting water.

-       Plans to build three ponds on the site.

-       Project has government funding so public consultations will begin in the near future.

-       Plans to create an outdoor learning environment, i.e. – outdoor classroom/s.

-       Wetlands Education Unit – to be launched 20 July- to go to all ACT schools – for school kids to learn more about wetlands/importance/involvement.

-       Common Wetlands questions/concerns:

§  Will there be mosquitoes?

They will make sure there are constantly graded slopes so there is no stagnant water.

§  Are the wetlands safe?

Grade the slopes so they have gentle side-slopes. No sudden /steep drop off point.  Thick vegetation will surround pond/s.

§  Who maintains the site?

Site to be given to Parks, Conservation & Lands in the future for mowing, maintenance.

Community will have the opportunity to maintain site; encouraging children to get out and about.

-       If there are issues with snakes, signs may be erected. However, it is a natural area so care must be taken when in the area. There will also be paths surrounding the wetlands, high-vegetation.

-       May implement (with engineers) to put up a small concrete wall to direct water, especially in high levels of rain/storms.

-       Currently discussing wetlands vs. cycle paths – where to build/implement.

-       Could the wetlands become a ‘learnscape’, including interpretive trails, outdoor classrooms, etc.

-       Could exercise trails be implemented?

-        Hibberson Street; further transport/road planning in process.

-        Possible bus interchange/station in Gungahlin (like Belconnen but on smaller scale).

-       REDEX is now a permanent route on ACTION bus network – there will be new stops on Flemington Road once road works are complete.

-        Designs/Investigations underway for:

§  Park n Ride at Flemington Road/EPIC – may also have bike lockers;

§  Bike n Ride – bike cages/lockers – looking at surveillance/lighting and implementing Bike n Ride areas throughout ACT.

-        Also looking into future Majura Parkway; funding, environmental impacts, planning, etc.

-        After recent ACT Budget announcement – currently in feasibility stage.

-        Bus station, potentially in 2011-12, around HIbberson Street, location TBC.

-        Must balance sustainable/reasonable car-parking to encourage use of p/transport.

-       New funding for ‘Major Stops’ as some stops have higher demand than others. Looking at establishing better waiting facilities for high patronage at specific stops in Gungahlin.

-       ‘Real time passenger information system’ to be implemented in the next 3 years. i.e. - electronic signage at stops, on buses; $12.5million project. In late 2010, a design consultant will be engaged for this project.

-        New ticketing system will be implemented late 2010.

-        Will factor in ACTION iPhone application into planning.

-        Corner of Marcus Clarke St and Barry Dr – will implement a large bus stop/bus lane

-       Northbourne Ave study looking at potential Dickson bus station/interchange. Study just completed (ACTPLA). Looks at pedestrian link between p/transport, car parks, shops, etc.

-       Previous Northbourne study (4-5 years ago) is being unearthed with talks to NCA. 10 different options found in previous studies which will be explored.

-       2010-11 – Northbourne Avenue feasibility study –will consult the community- cyclists, cars, buses, as well as environmental constraints, short-medium-long term plans. $4million allocated for study.

-       Need to coordinate bus routes for express passengers from town-centre to town-centre, and those who need multi-town centre stops.

-       Link to Brindabella Park – last departure form Gungahlin is 7am. Timetable changes due in November, 2010. Will this route be revised?

1.                  Guest Speaker – Regional Development Australia – Executive Officer – Ewan Brown

 

RDA – An Australian Government Initiative

RDA ACT Activities:

-          Provide advice to Australian & ACT Government about regional issues

-          Provide strategic input into Australian & ACT Government

-          Report will be provided by 30 June, 2010 – current/recent issues identified

-          Stakeholder meetings when issues arise

-          Reports will be sent out to stakeholders then RDS will begin lobbying local/federal government

-          Provide information to ACT & regional communities on Commonwealth& ACT government initiatives

-          Help to coordinate regional planning & regional development initiatives

-          Establish links & cooperative alliances by working closely with other regional development organizations and neighbouring NSW RDA committees & local governments to promote regional development

 

Anticipated roles of the RDA ACT:

-            Galvanising input from ACT stakeholders

-            Identifying their issues, concerns and policies

-            Providing an overlay to ACT & Commonwealth government programs & policies

-            Identifying gaps in government programs and policies

-            Balancing ACT & Commonwealth government views

-            Applying a regional perspective, wherever relevant, to policies and programs

-            Producing reports/strategic plans to highlight actions and policies necessary to achieve priorities.

-            Are looking forward to establishing a working relationship with the GCC to address current and potential future regional issues.

 

Current issues:

-            Morrisett Road/Sanford Rd, Mitchell – to be connected with Antill St – Park & Ride to be funded – provide opportunity for NSW residents

-            Broadband/Telstra within Gungahlin & ACT region

-            Flemington Road – roadworks/new shops/40km zone may restrict traffic flow, Redex bus service, light rail service, etc – creating problems for residents/defence housing residents

-            Controlled growth, better facilities, more work in Gungahlin and keep residents in the region/community.

-          Will there be on or off road cycle lanes? Need to consider danger/safety, carbon monoxide exposure, children travelling to school, etc

-          School and childcare centre to be co-located to avoid double drop offs, overall inconvenience

-          School facilities should be next to community facilities – design around parking and thoroughfares. Complimentary facilities not clashing facilities.

-          Parking widths are very small – need to be widened

-          Expand sense of community- bbq’s, play areas, etc

-          Toilet facilities/fresh water tap at playing fields, parks, etc

-          Sporting fields needs survey – 2006 – identified concept plans that Gungahlin is 26 hectares short in comparison to the current sporting facilities in other regions in the ACT

-          Community Gardens – one coming in the Gungaderra Homestead – more required- options for community groups, women’s, men’s, children’s, family, etc

-          Look at how Kenny residents will access to City

-          Look at how Watson residents will access Gungahlin – is it there

-          Potentially 3500 dwellings in Kenny and 4000 dwellings in Throsby

-          Jacka suburb – 2500, 1500, 1100 – typography, environmental, heritage issues changed the plan

-          Solar farm – buy shares in a cooperative in a medium/small sized solar farm – highly visible – possibly near EPIQ?

-          Next Wednesday 19 May, 2010 – consultation – workshop themes – access, mobility, environmental, community facilities – 2 hour period – short presentation – questions and feedback to entire group

1.                  Guest Speaker – MLA Caroline Le Couteur – Wells Station Drive

 

-            Government has made its position clear they will not continue with motion passed last year

-            Intersection will be signalized from the beginning of the development, which is a positive, safe improvement to initial plans

-            Realignment costing sheet indicate it will cost approx $5m more than initial development costs

-            Government is not in a position to spend this additional money for the road

-            Proposed road – very close to houses

-            Realignment would transfer problem/closeness to road from one set of people/street to another.

-            GCC should request a copy of costing from Andrew Barr

-            EIS may need to be done for creek and surroundings and approx $800,000 costs to plan/specifically cost the development

-            Road development to begin end of 2010/start 2011 – why the urgency when there is a deficit program? Being developed for Harrison 4 development.

 

MLA Alastair Coe

-            Territory plan is vague. Still unsure of clearing hill vs. building on hill.

-            FOI – 200 pages worth of information – 4-5 emails engineering firm to ACT Gov., cost to be approx $5m.

-            No plans or specific breakdown.

-            No breakdowns available – where are they?

-            How could a decision be made without breakdown of costs?

-            If there are problems to a territory plan, change it. Minister has the ability to change it - Can take only 2-3 months

-            Can change territory plan to restructure where houses will be, but cannot change where existing residential zoning is

-            Has tried to get information regarding costing but Government has refused to provide it

-            Convinced there is no information to “get”

President's Report and Discussion

Discussion on office use. It was decided to get a valuation on the office and hall rental rates and to hire the office space to GCRS 

It was decided to review the overall rental rates with no change to social function rates but an increase in other rates effective from 1st January. 

It was agreed that the new all of community council insurance approach be adopted by the GCC

There was to be a Bunyip Statue meeting at 10:30 on October 15th

It was noted that mid sized blocks in Gungahlin are now defined as 250 square meters. It was noted that the median size lot was 485 meters with a cost of $231K. There was considerable discussion on the reduction of block sizes and general agreement that more variety should be made available in Gungahlin and that the move to smaller block sizes without any compensatory increase in public space was undesirable and unnecessary.

It was noted that TAMS are reducing service levels because infrastructure development was funded from cash. In other words the ACT is using cash accounting instead of accrual accounting for its provision of both services and capital works. It was resolved to continue to object to this approach particularly with respect to the development of new areas where this approach leads inevitably to higher than justified prices of new land.

There was discussion on Gunsmoke and congratulations to the editorial and production team.

Treasurer Report

The Treasurers report was tabled and discussed

Executive Meeting Closed at 7:30 and the General Meeting started - the meeting was videotaped

There were 16 people in attendance.

Fred Kasparek the architect for CHC and "The Edge" gave a presentation and description of this development. It was noted that the development would have vista breaks, favourable orientation to the sun, and community gardens including the ability of residents to grow vegetables.

Tim Smith and Liz Clark from Action gave a presentation on the proposed new 15 minute bus service from Gunghalin through Civic to Barton. This service was being introduced as a "pilot" and if successful it would be continued. It was noted that there is presently no definition of success. Discussion ranged from off peak and weekend services, to green buses, the use of Epic as Park and Ride area, wandering buses and the new ticketing system.

Tony Gill and John Taylor from Roads ACT outlined the pedestrian and cycling strategy for the ACT. They also informed the GCC that there would be a display at the Town Centre n the 9th November

  • Alan indicated that response for volunteers for Gunsmoke had been strong and there were several people able to assist with GS production, editing and preparation.
  • Alan indicated that he was preparing a formal response to the Airport Master Plan based on previous comments/concerns and new issues emerging from the revised plan submitted by the Canberra Airport Corporation.

The executive meeting was devoted to a discussion of the technical amendments to the Precinct Codes for mid sized blocks.

The discussion was wide and mainly covered the principles and procedures associated with how the idea of precinct codes would work and fit in with the rest of the planning procedures. It was generally agreed that the principles driving the precinct codes were more important than the particular details and it was agreed that where possible decisions would be refer to the guiding principles so that a consistent pattern of decision-making would be established but also where variations from the principles would be noted and the reasons given. This particular code is important - because not only does this sized block have no existing long-standing codes but because it will set a pattern for further precinct planning code development.

Issues raised and discussed were:

  • Estate developers will be given less scope for variations
  • Method of creating the codes (the process)
  • Compact block plan is an interim policy and should not be taken as a final policy
  • Mid sized block plan is a work in progress and how it develops will set the pattern
  • Definition of a mid size block

Report on meeting with Vinta Group - Mike Moylen and Philip Knockstedt with respect to developments in the town centre. HomeMaker area is on hold.
Lisa Kaufman is organising Business in Gungahlin group.
ACTPLA Workshop on the 9th - Energy Efficiency into the Territory plan. Decreasing block sizes concern.
Bush Fire rebuilding of the Yarra Valley is a good opportunity to get ideas on good practice and sustainability - agreed to support initiative.
Reply acknowledgement from Anthony Albanese with respect to study of light rail for Canberra.

   

Minutes of Dec 2008 Meeting

There were no minutes of the previous meeting. 

The annual report was completed and will be forwarded by the Public Officer to the ACT Government  

Expenses Claims and Internet Expenses relating to a gift voucher for the debating award for Harrison School was approved for reimbursement.

 

 

President's Report

The Deed of Grant for ACTPLA Grant was tabled, signed and will be returned to ACTPLA  

The President will present the debating award at Harrison School Tuesday 16th December  

President and others attended the following meetings.  

Breakfast at Parliament House by CIC developers to outline Crace Development which includes it being Carbon Neutral.  

Meeting with ACTPLA along with Lisa Kaufman of the Gungahlin business group with respect to licensed clubs wishing to expand into Gungahlin. The President put the view that was endorsed by the committee that Gungahlin did not need any more poker machines. It would welcome club facilities but did not wish to see Gungahlin residents subjected to more gambling of the poker machine variety.
