Minutes of General  Meeting held 14th November, 2007

Venue: Palmerston Community Centre
The meeting commenced at 7.30 pm, with President Alan Kerlin in the Chair.

The ACTPLA and TEC visitors were welcomed by the President

Present: Kevin Cox, GCC; Max and Rebecca, Community; Peta Lilburne, ACTPLA; Steven Gianakis, ACTPLA; John Tait, TEC; Garrick Calnan, ACTPLA; Jason Forest, ACTPLA; John Kelly, GCC; Alan Kerlin, GCC; Evelyn Greaves, GCC; Janet McKinney, GCC.

Apologies: Jonathon Reynolds, Richard Mulcahy.

Minutes of Previous Meeting: Accepted on the motion of Kevin Cox and Alan Kerlin.

Moncrieff Concept Plan Development  (Steve Gianakis)
An Information Night will be held on Thursday 22nd Nov., 4.00 – 8.00pm at Amaroo School Library. Points made were –
- 1800 dwellings in total with approx 5000 residents,
-  large local centre, larger than Palmerston but smaller than Dickson,
-  large community site/group centre, with a possible second College for Gungahlin, and
-  an intertown public transport (IPT) hub.
Points from the floor of the meeting were:
-  street location must be right for solar orientation of houses,
-  there is a need for community halls/centres as there is a massive demand now for existing places, and
-  water harvesting is an issue that must be kept in mind.

Flemington Road Concept Plan – Indicative Development Plan  (John Tate, from The Expert Client)
Flemington Rd will act as an urban boulevarde. It will be 62.3m wide. The section between Wells Station Road and Sapling Street is included. It will allow passage for fast moving traffic plus slower local traffic and have a space for a future IPT route in down the centre. Transit stops will be approx. 800m apart at local shopping centres with bus stops.
The meeting emphasised the need for development to be broken up along the road, rather than a continuous wall of terrace house style construction – apartment complexes are preferred.

Review of Gungahlin Town Centre      (Garrick Calnan and Jason Forest)
It has been realised that there is insufficient land for the community and commercial development. This is Stage 1 of the Review – the preparation of an Issues Paper – which will be released early 2008.
A PowerPoint presentation followed. The following were the main points raised and presented.
a) Gungahlin Town Centre Review
-  commercial and community space needs
-  planning controls
b) Problem as Identified
-  not enough space  (land and height)
-  Gungahlin Town Centre is 47 ha, against Tuggeranong TC 99 ha
-  issues with planning controls
c) Draft New Territory Plan
-  uncommitted residential land rezoned
-  not able to change other planning controls  e.g. height limit
-  transport and urban design issues not examined in detail
d) New Project
-  long term solutions
-  key issues considered will include
• commercial space needs  e.g. large offices
• community space needs  e.g. churches
• urban character  e.g. building heights and connection with surrounding areas
• transport  e.g. traffic, buses and parking
• timing of land release and capital works
e) Process
-  Issues Paper
-  Draft Report due 1st half of 2008
-  Final Report, including land release and capital works program in mid 2008
