Prior to Christmas the GCC was involved in a preliminary round of community and industry consultation about the draft Territory Plan. There were four or five workshops where specific issues on the structure and content were worked through, plus dummy runs conducted on the draft against test case DAs.

The whole process took a stack of time and effort, but was something that really was worth it to help make the draft Territory Plan a better product on release, and to reduce battles over issues that were more easily sorted out earlier in the process. We also got to work closely with many of the people involved in the process and with industry people, which helps build rapport. Much better than everyone going at loggerheads with 'duel-by-media'.
