The Gungahlin Community Council has been particularly active with regard to development occurring in the Gungahlin Town Centre area. The action taken by the council in this respect has been to ensure the best possible and quality outcomes for the Town Centre in the longer term.

(Installation of an underground fibre optic cable through Mulligans Flat Reserve, ACT)

Development Application 20021154
Proposal: Underground Fibre Optic Cable proposed through Mulligan's Flat. This proposed cable forms part of the overall cable between Brisbane and Perth, mainly Low Impact under the Telecommunications Act. (NB Preliminary Assessment and the above Development Applications are being concurrently notified.)

Executive Summary (from the Sinclair Knight Merz Preliminary Assessment documents)

This Preliminary Assessment (PA) was prepared by Sinclair Knight Merz in accordance with the requirement of the Land (Planning and Environment) ACT 1991, (the Land Act) in relation to the installation of underground fibre optic cable for the Nextgen Networks through an area of land within the Australian Capital Territory, known as Mulligans Flat Nature Reserve.

Mulligans Flat Nature Reserve is a designated area of Public Land reserved for nature conservation. In accordance with the Telecommunications ACT 1997, Mulligans Flat Nature Reserve is an "Area of Environmental Significance". Telecommunications facilities cannot be installed in Areas of environmental Significance as a low-impact facility, and the proposed installation is therefore subject to relevant State and Local Government Legislation.

Mulligans Flat is land included in the Hills, Ridges and Buffer Areas of the Territory Plan, In accordance wit this land use area of the Territory Plan, Major Utility Installations, (which include a major service conduit), is a permissible development which is subject to Mandatory Preliminary Assessment as listed in Appendix II of the Territory Plan. A development application (DA) has been made which has triggered the requirement for this mandatory PA.

The Cable is proposed to be installed wholly within an existing gas line easement. This easement also contains an existing fibre optic cable installed by Powertel in 2000. The Powertel fibre optic cable was installed as a single underground cable and does not provide any capacity to co-locate with the proposed Nextgen Network. In this regard Nextgen have undertaken to install conduit through Mulligans Flat with additional capacity for two cables to avoid any further disturbance of the easement in relation to future cable installations.
The method of installation for the FOC is sensitive to the environment and ensures minimal disturbance to the land. The construction phase involves pegging, locating other services, boring areas of sensitivity, cutting of the trench, installing the conduit, backfilling and compaction, and the final hauling of the cable through the conduit from pits outside the northern and southern boundaries of the reserve. Construction is estimated to take approximately 10 days.

Specific surveys have been undertaken for the presence of threatened flora and fauna and the potential for indigenous heritage sites or areas of significance for Aboriginal people. Identified sites of cultural heritage significance have been specified to be bored to minimise surface disturbance. The area of disturbance to existing vegetation will be limited to the width of small trenching machinery (less than 2.5m) with the drip zones of mature and habitat trees hand dug. A vehicle wash down point will be established at the northern entrance to Mulligans Flat and vehicle turnaround points have been nominated on the construction drawings to minimise ground disturbance.

Construction will be undertaken in accordance with an Environmental Management Plan (EMP), and in accordance with the Environmental Protection ACT 1997, and reasonable further conditions that may result from the review of this PA and through development Application approval requirements.
